Consumer Rights

Historical Background of Consumer Disputes Redressal Commissions in the State of Punjab

Consumer Rights

Consumer awareness is the process of educating and empowering consumers about their rights, responsibilities, and the remedies available under the Consumer Protection Act, 2019. An informed consumer is capable of making well-reasoned decisions while purchasing goods or availing services and is better equipped to protect themselves against unfair trade practices, misleading advertisements, defective goods, and deficient services.

Consumer awareness promotes transparency, accountability, and fairness in the marketplace. Every consumer has the right to receive accurate information, make informed choices, seek redressal for grievances, and participate in a fair and competitive market. Awareness of these rights not only safeguards individual interests but also contributes to a more responsible and consumer-friendly business environment.

Right to Safety
Every consumer has the right to be protected against goods, products, and services that are hazardous to life, health, or property. Consumers should purchase products that conform to prescribed quality and safety standards and should look for recognized certification marks such as ISI, AGMARK, BIS, FSSAI, Hallmark, and other statutory quality certifications wherever applicable.

Right to be Informed
Consumers have the right to receive complete, accurate, and truthful information regarding the quality, quantity, potency, purity, standard, composition, price, warranty, and other essential particulars of goods and services. Adequate information enables consumers to make informed decisions and protects them from deceptive or unfair trade practices.

Right to Choose
Every consumer has the right to access a variety of goods and services at competitive prices without being subjected to restrictive or unfair trade practices. This right promotes fair competition and ensures that consumers are free to select products and services that best suit their needs.

Right to be Heard
Consumers have the right to have their interests represented and considered by the appropriate Consumer Commissions and other competent authorities. Every genuine grievance deserves fair consideration in accordance with the provisions of the Consumer Protection Act, 2019.

Right to Seek Redressal
Consumers have the right to seek fair and timely redressal against defective goods, deficient services, unfair trade practices, restrictive trade practices, overcharging, misleading advertisements, and other forms of consumer exploitation. The Consumer Protection Act provides an effective mechanism for obtaining appropriate relief through the Consumer Commissions.

Right to Consumer Education
Every consumer has the right to acquire the knowledge and skills necessary to become an informed and responsible consumer. Consumer education promotes awareness of statutory rights, available remedies, and responsible consumer behaviour, thereby reducing the likelihood of exploitation.

Consumer Responsibilities

Along with rights, every consumer has corresponding responsibilities. An informed and responsible consumer contributes significantly to a fair, transparent, and accountable marketplace.

Consumers should:

* Be aware of their rights and responsibilities under the Consumer Protection Act, 2019.
* Examine the quality, quantity, price, specifications, warranty, and terms and conditions before purchasing goods or availing services.

* Purchase products carrying prescribed quality certification marks such as ISI, BIS, AGMARK, Hallmark, FSSAI, or other applicable certifications.

* Always obtain and preserve invoices, cash memos, bills, warranties, and other purchase documents as proof of transaction.

* Read labels, user manuals, safety instructions, and terms of service carefully before use.

* Exercise caution while making online and offline purchases and avoid misleading advertisements or fraudulent schemes.

* Promptly report genuine grievances and seek redressal through the appropriate Consumer Commission whenever necessary.

* Refrain from filing false, frivolous, or vexatious complaints and cooperate in maintaining the integrity of the consumer dispute redressal system.

An informed, vigilant, and responsible consumer is the cornerstone of an effective consumer protection framework. The Consumer Protection Act, 2019 seeks not only to safeguard consumer rights but also to encourage responsible consumer participation in ensuring a fair, transparent, and accountable marketplace.
