Who is a consumer under the Consumer Protection Act, 2019?
A consumer means any person who buys any goods or avails any service for a consideration which has been paid, promised, partly paid and partly promised, or under any system of deferred payment. It also includes any user of such goods or beneficiary of such services with the approval of the buyer but does not include a person who obtains goods for resale or for any commercial purpose, except as provided under the Consumer Protection Act, 2019.
What is the jurisdiction of the State Consumer Disputes Redressal Commission, Punjab?
The State Commission exercises Original Jurisdiction to entertain complaints where the value of the goods or services paid as consideration exceeds ₹50 lakh but does not exceed ₹2 crore. It also exercises Appellate Jurisdiction over appeals against the orders of the District Consumer Disputes Redressal Commissions, Revisional Jurisdiction under Section 47(1)(b) of the Consumer Protection Act, 2019, and Transfer Jurisdiction for transfer of cases between District Consumer Commissions within the State.
How can I file a consumer complaint?
Consumer complaints may be filed online through the e-Jagriti Portal (https://e-jagriti.gov.in) or physically before the appropriate District Consumer Disputes Redressal Commission or the State Consumer Disputes Redressal Commission, Punjab, along with the prescribed documents and applicable fee.
What is the time limit for filing an appeal?
Under Section 41 of the Consumer Protection Act, 2019, an appeal against an order passed by a District Consumer Disputes Redressal Commission must be filed before the State Commission within 45 days from the date of the order. The Commission may condone the delay if sufficient cause is shown.
Is legal aid available for consumers?
Yes. Eligible consumers who are unable to afford legal representation may seek legal assistance through the Punjab State Legal Services Authority (PULSA) in accordance with the Legal Services Authorities Act, 1987.

A complaint may be filed where goods suffer from defects, services are deficient, unfair or restrictive trade practices have been adopted, goods or services are sold at an excessive price, hazardous goods or services are offered for sale, misleading advertisements are issued, or any other violation covered under the Consumer Protection Act, 2019 has occurred.
What reliefs can the Consumer Commission grant?
The Consumer Commission may order removal of defects, replacement of goods, refund of the price paid, removal of deficiencies in services, compensation for loss or injury, discontinuance of unfair trade practices, withdrawal of hazardous goods, product recall, corrective advertisements, litigation costs, and any other relief deemed appropriate under the Consumer Protection Act, 2019.
